My guess is it was too hard on the award administrators, because of the
obnoxiously over-the-top number of counties we have in a state of this
size.  :-)

All jokes aside, you raise a good question.  Worked all KY Counties is an
award I would love to go for.  I'm sure there would be interest out there
for it.
