I attended a KY Homeland Security Grant Workshop in Frankfort today and came
away with some notes that may be of some benefit to the Amateur Radio
Community specifically ARES , and those of you that are involved with your
local jurisdiction's emergency management operations. Let me say first that
KYOHS was very clear about the fact that only governmental agencies are
eligible for grants, period. The secret to getting a grant is governmental
sponsorship. If you have a good working relationship with your local
government then you/they may apply for a grant to purchase interoperable
communications equipment by following the grant process as published at the

Writing a grant is a daunting project but is worth a try. If you need to get
a grant to purchase a repeater or to equip a local emergency operations
center with a radio or two then I recommend that you review the information
on the website and then go beat the bushes for local governmental
sponsorship.
