The Chemical Stockpile Emergency Preparedness Program Plans will be
"exercised" on the morning of October 24, 2007. The primary participants are
the Bluegrass Army Depot, Madison, Clark, Estill, Powell, Fayette, Jessamine,
Garrard, Laurel and Jackson County's. Madison County and the Depot are at the
greatest risk from a chemical incident occurring at the Depot and are part of
the Immediate Response Zone or IRZ for short. Surrounding Madison County are
the Protective Action Zone county's (PAZ's) that are close enough to be
affected by an incident. The final local jurisdictions included in CSEPP
planning are called Host Counties and are designated to accept evacuees and
provide for medical needs arising from an incident. The KY EOC is responsible
for coordinating the state agency response and to provide resources to
Madison County, the PAZ and Host Counties if needed. A major element of this
exercise is to conduct emergency wireless communications between the IRZ,
PAZ, Host Counties and the KYEOC and further to conduct emergency wireless
communications (Amateur and MARS) between all jurisdictions.

All participating jurisdictions have signed "extent of play" agreements that
may or may not include amateur radio communications. If you are a HAM and/or
MARS member from one of the jurisdictions involved in the exercise, your
participation is encouraged. There will be an amateur radio cell in the
simulation center located in Lexington that will add to the exercise play. As
of this time I have coordinated with Madison County only. If you and/or your
county is going to have HAM participation please contact me to coordinate
frequencies and call signs.
