Here is the reply that I got from my US Congressman Geoff Davis.
  Sounds to me that since he doesn't serve on that commettee he isn't going to do anything except sit on his hands as usual.  That's why I voted against him.
  And I am GOING TO VOTE AGAINST HIM NEXT TIME TOO!!!

  Dear Mr. Wright:
   
  Thank you for contacting me regarding broadband over power lines (BPL) and amateur radio. It is good to hear from you. 
   
  In 1996, Congress passed The Telecommunications Act which significantly overhauled the telecommunications laws to reflect emerging technology and prepare the United States to enter the twenty-first century. Now, ten years later, Congress is working to update the law to address the nation's telecommunications needs. In the coming year, Congress will continue to debate a variety of proposals that will once again reform the telecommunications laws. Improving accessibility, addressing affordability and increasing the proliferation of technology are the main goals of telecom legislation reform. 
  
  BPL refers to the distribution of broadband internet access through public power lines. The capacity for broadband internet to be delivered by public power utilities has existed for many years. With the proliferation of the internet and exponential demand for access, BPL has become an alternative for internet service as relates to infrastructure, increasing competition and increasing access. However, there are several issues which must be addressed through regulatory action before BPL can be considered viable for distribution.
   
  The arguments for BPL are numerous. Nearly every home and business in this country is wired to receive power, providing an already existent and prolific infrastructure for distribution. Additionally, unlike cable and DSL internet which require proximity for access and continual enhancements to infrastructure, BPL would require very little maintenance. While a fairly robust competitive environment already exists between DSL and cable, Congress is optimistic about adding a third competitor to the field. However, there are concerns that power utilities that already have large-scale name recognition would have an unfair advantage over smaller and lesser known internet providers. 
   
  Although BPL has many advantages, there are concerns regarding how BPL will affect a number of already existing telecommunication services that are distributed via power lines. Opponents of BPL are primarily concerned with how wide-spread distribution of BPL will affect amateur radio and governmental and emergency frequencies. Amateur radio services are offered by the FCC and are available to anyone who completes an FCC licensing process and intends to use the radio services for personal use. Additionally, government and local emergency personnel often use power lines to distribute emergency signals to local residents. There is great concern about disruptions to these services if BPL is widely distributed. Although the FCC has determined several restrictions such as making certain frequencies off-limits to BPL distribution, concerns remain. 
   
  Clearly, there are issues that must be resolved before BPL becomes a reality. These issues are handled by the Energy and Commerce Committee, of which I am not a member. Should legislation regarding this matter come to the House floor for a vote, I will keep your views in mind. Thank you for your input.
